Call your vet or the emergency vet centre. Ask them if the vomiting is normal after the surgery or a sign of something wrong. Poor baby must feel like **** so it's no wonder she's not up to looking after her babies yet. Ask the vet if you should start bottle feeding the pups or wait. Please let us know how things work out.

Yes mum would be quite drousy, and the anaesthetic can go into the pups as well, keep them warm via a heater and hot water bottle, give mum a chance to get over the anaesthetic, but as stated check with your vet about the vomiting. It can't hurt to give the pups a little bottle feed till mum is up to it, a day or so max though.
