There are a couple of tricks.
1) get a partner to stand about 20feet away - both of you have pockets full of treats and play call the dog.
2) call the pup and quickly walk in the opposite direction of him. Praise & treat when he scomes to you.
3) Long lead and reel him in as you call him. Praise when he comes to you.
Coming to you should be an enjoyable experience. Never scold as long as they come to you even if it takes some time.

I think training is much more than A seies of techniques and a string of commands. If your relationship with your pup is out of wack training will be compromised. First off the dog human relationship is not a democracy. dogs live in a monarchy. you have to be king or queen not a tyrant though. a good book to read is "how to be your dogs best friend", by the monks of new skete.

This is going to be hard to explain but i'll try anyway. Everything said here so far is good advice..
Elaborating on gunny's point specifically as it relates to the "come" command..
Your dog has to like and trust you (not simply fear you) for it to come consistently. There are habits that we have that reinforce this or discourage this. An example of what im talking about if your dog Jumps on you, and you raise your knee to discourage it, you have created a precedence where he shouldnt be that close to you.. Also, if you correct the dog regularly while on a short leash you could reinforce a sense that being close to you is something he should fear-thus further discouraging the Come command while loose. The concept is to create a 3 foot comfort zone around yourself that your dog is completely at ease with, thus he will not be afraid to come to you when called.
I hope I explained this well, its kind of a concept more than a training technique. Its difficult to describe.

I agree with doglover, also when calling your dog to come use your happy voice, not a stern one(the tone you use when he is in trouble). Also if you have him on a leash start walking forward with him then all of sudden start running backwards(not so fast you choke them) and say dogs name come. reward with lots of love and treats. Once they catch on, don't use come if you are only trying to get a hold of him for something unplesant, then they will associate it with that dreadful bath! and then go hide under the bed.

Carry a few pieces of cheese in a baggie in your pocket that the dog does not know about. Call her to come in a fun voice. When she comes, give her a piece of cheese and praise. Wander around for a while, then do it again. After about three times, do it without the cheese and give lots of praise.
