This is very normal... Don't let her not listen to you. Take a 50ft lead and attach to collar. Start by giving 6-10 feet - let her/him get interested in something on ground, etc. Say command "COME" use lead to enforce your will. Gradually let him/her have more lead as they come consistently.

This is a long process - don't rush it. Never use the word COME unless you can enforce otherwise the word has no meaning.

To cover your bases - you could also teach the DROP command which you also enforce. When walking on the lead stop suddenly and says DROP and push dog into down position. Keep dog there until you release.

Well, originally westies were white cairn teriers, so my guess is that's what your dog is. A westie should ALWAYS be white, because that's all they are...white cairns (and in my opinion, with better temperaments). Your breeder should NOT have sold you a black "westie". Are you sure she's not a cairn breder? I don't know what I'd do in your situation...probably ask for a refund. Or something. I haveno idea what could have gone wrong there :-/

If your pup looks like this, it is a cairn terier (I know this one isn't black, but it's close enough)-

If your puppy looks like this, it is a westie-

If your puppy looks like this, it is a scottish terrier-

If it's anything else...I have no idea what you have :-/ Really, you shouldn't have a black westie. Do you have any papers? How much did you pay for her? Did you see the parents?

The full name for westies is West Highland WHITE terrier. If you have a black one its not a purebred, does it have papers? My guess would be its crossed with a scottish terrier. Cairns aren't allowed to be black - they are cream. wheaten, red, grey or NEARLY black.
