What is the name of the breed that is solid black, looks like a German Shepherd, but is about half the size?

No, it has the coat of a German Shepherd. I have seen them in the arena at the dog shows on TV. There build is very similar to a Ger. Shep., too, same perky ears.

Maybe it could be a Schipperke?

Think I found it. The Belgian Shepherd. Found a picture on the website recommended above. Looks like a mix of shepherd/collie... but, not a mix. It is a recognized breed. Really good looking!
Thanks ya'all
