Sounds like your pup has bonded strongly to you and has seperation anxiety when you are away. This can lead to destructive behavior when he is away from you and is emotionally hard on him. You need to get him use to the idea that when you leave you will come back. As hard as it is, don't make a big deal out of leaving or coming back. Have a command for when you leave and when you come back (ie, "be good" and "I'm back" or whatever is comfortable for you). Use a neutral tone when saying these. Also, when you get home, wait at least ten minutes before interacting with him. For a while he will give you those huge puppy dog eyes that will BEG you too pay attention to him, don't give in, he can wait just ten minute . . . really he can. Along the same lines, don't give him a bunch of attention when you are leaving. If you make leaving and coming a big deal, so will he and he will be upset when you are gone.

The way he plays is a natural behavior, he is practicing his hunting skills. He doesn't know another way to play if someone doesn't teach him. I would say try to not run when he is around or have him on a leash so he will run next to you and not after you. Then teach him how to play the games you want him to play. If he likes to chase things, then teach him how to chase a ball or frisbee.

1. cries when left alone - this is seperation anxiety. The best thing is to make him spent time away from you. You can use a crate for training & keep him safe or just leave him with a trusted person for a little longer each time. NEVER go back to him when he's crying. Make you comings & goings as NO big deal. Even have the person you leave him with play & give treats to make it a good experience.

2. Dogs (especially german shepards) have strong hunt drive. Running just provokes it. You don't say how old your dog is or you but this will require lots of training. If he chases YOU - stop running - face him and tell him to sit. (assuming he knows SIT or teach) NEVER allow him to mouth you (place his mouth anywhere on your body) - say NO is your strongest commanding tone. Have your dog on the leash - put in sit/wait position and have adults run by. When he ignores adults - have kids run by. Etc.
