Female in Heat and Privates are Swolen

This may sound like a ridiculous question but my little French Bull Dog went into heat for the first time two weeks ago and her private area looks abnormally swollen and large. Is this normal?

Yes very normal - make sure you keep an eye on her - and make sure that you are well versed on how long her heat will last.
