hair loss

my in laws have a miniature manchester terrier who is now almost a year old, the problem is she has hardley any hair round her neck and chest, they would like to show her and she is from top lines but this is a big problem and looks awefull, they feed her royal caninn and i have checked they are not bathing her in human shampoo or too often, she doesnt have fleas and is other wise healthy, does amyone have any idea what is causing this and what i can do about it, they will do what i tell them to resolve the problem.

Has she been in season? Did the hair loss occur after her first season?

they contacted the breeder who told then to change her food, and although there is a very small improvement it really is tiny .

i only posted it recently, i think the dates are messed up. oh and she has been to a vet who says there are no mites or fleas.
