Yup, definately, plus you have a breed that needs regular grooming and clipping. Get him used to it asap. Check out the sticky link on this forum, go to Grooming Tips and Know how. Important stuff you need to know on how to look after your dogs fur and tips.
You may need a professional to do it for you at this time, your dog may not be very cooperative if he is not used to it.

To me, that doesn't sound like a bad idea. 2" is still short for a poodle, but if it's already matted up, you'd have to snip most of it anyways, and then he'll look really funny with a bunch of bare patches.

Be sure to brush him every day, even when the fur is short. Find the root of the tear stain... Something he may be allergic to in the air and food, etc.

Kirby is poodle-esqe. He grows about an inch per month.

After the shave... he'll look naked. Once it grows back, he'll look like a puppy.

I used to have a little apricot poodle - poodles are so much fun - I think you should have yours clipped to get rid of the tangles - they hate being messy (well mine did - she loved being brushed and was all bouncy and posing when she came back from the grooming parlour after clipping)
