Doggie Asthma?

I am not sure what this is, but I am wondering if Buddy, my Beagle, has Asthma. Every so often he does this thing..hard to explain in words!...it sounds like he is trying to catch his breath...kind of a weezing sound. It seems to help when I massage between his shoulder blades or upper back. It only lasts about 20-30 seconds, then slows down until it stops completely. Last night it happened when he was asleep, but I notice it usually happens if he drinks water too fast or gets excited.

My other Beagle had this too, I am wondering what this is and is there anything that I can do to stop it or control it when it is happening.

Buddy has been through every blood test imaginable since we adopted him in April. He was checked for everything since he was a rescue, so I am not sure if this requires a vet visit.

my beagle has always been weezy...since they day harrison found her...that and her pig like grunting is part of her charm...she does have episodes where she seems to by trying to catch her breath and she like reverse sneezes sometimes but according to our vet she also has lung cancer...so that may be of no help...
