House passes scaled-back 'Henry's Law'

Very sad update:

By Robert Gehrke
The Salt Lake Tribune

The House adopted legislation Friday that would make it a felony offense to torture a dog or cat, a scaled-back version of an animal torture bill that had bogged down in the Legislature for months.

Rep. Sheryl Allen, R-Bountiful. - the latest incarnation of "Henry's Law," named after a dog that was nearly killed when it was put in the oven by its owner's ex-husband - would make it a third-degree felony, punishable by up to five years in prison, for the torture of a domestic dog or cat.

It defines torture as "intentionally or knowingly causing or inflicting extreme physical pain to an animal in an especially heinous, atrocious, cruel, or exceptionally depraved manner."

At least there is something in place unlike so many other areas.

It just upset me that they didn't have the fortitude to push a stronger bill through . But you're right, it's a small step in the right direction.
