Any help in Ohio or surrounding area?

These 2 brother and sister were rescued from being chained to a floor, living in their own waste and without food or water. They're about 2 and have had 3 litters . They are emaciated as you can see.
They are great with kids, cats and are very friendly. That's all the info I have at the moment. A nurse has them but she travels abroad doing nursing work and will be leaving soon. She loves them so much and they've really touched her heart so that's what kind of dogs they are.
If anyone can and wants to help them, please pm me for details. She said she will personally take them anywhere that will take them in to insure a bright future for them.

Oh my stars - the former one is so emaciated you wonder how she's held on. Has the nurse contacted breed rescue? I don't know of anyone in Ohio area who could take them. Wishing with all my heart I did.

Thank you all!

Hello everyone!
Thank you so much for your kind e-mails in response to my desperate and hopeful request for finding a home for these animals, who have suffered so much (as many have). I have attached a photo and here is what I know of their story.
I am a nurse and found these dogs being abused and neglected in someone's home. They were chained to the floor with no food or water in the room. There were feces and urine in the room. The owner states the dogs are about 2 years old, brother and sister, and had already had 3 litters of puppies. The dogs were immediately friendly to me and quite happy to get into my truck. The female (in the foreground) limps on her left rear leg, apparently from an old injury (probable fracture) that was never treated--I'm not sure if it is her leg or her hip. The male weighs about 25 pounds (a guess), is extremely thin as you see, and has multiple open sores on the bony prominences (not infected and no drainage)--I don't know if they are pressure sores or ??? cigarette burns. He walks and runs well, lays down, but cannot sit.
They are quite friendly, gentle, and sweet and both have a soft mouth when giving treats. They are not at all food aggressive, but they do want to eat all the time (!). They follow me everywhere and when I sit, they lay in the same room. They have learned to go up steps now and are learning basic commands very quickly--sit (female only), down, back up, stay, and they are both already learning to walk on a leash without pulling. They are house trained. They are also learning to be in their crates (at first they were whining, but no more). At night, they sleep on the floor in my room without making a sound and not getting up until I do. They have not been spayed or neutered. I am currently looking for some assistance with financing that. The owner told me they are cat friendly, as she had a few, but I have not witnessed this as our cat has been in hiding since they arrived (she too was a rescue and is a very fearful cat). I introduced them to our neighbors school age children--the dogs went up to them very gently and sniffed their hands and were happy to be petted. I have not had the opportunity to check them with other dogs in the 2 days they have been here--only a little barking through the fence observed so far.
My problem is: I volunteer for the Humanitarian Aid organization, Doctors Without Borders. I am currently between assignments, but normally I am out of the country for 3-6 months at a time. This is why I cannot keep the dogs, altho I admit to falling in love with them. In addition, I live in 'one of those areas' that ban these dogs. These are great dogs, as I'm sure you all know, and I need all the help you can give with finding them a home, or opening your heart to them yourself.
If you can please, please help, I will travel long distances to be certain they are placed in a nurturing environment and can drive the dogs wherever there is a home for them.
Thank you in advance for your kind assistance. Please help us..these are great dogs!
Donna

I think that's why she is searching far and wide, she's in the ban area too from her email.
