You should be combing him every day to avoid mats to begin with, I have a poodle-esque dog, and he mats very easily. It's all about prevention.

Easy way, but only with the poodle, do it to a malt and you have big probs.

Give your dog a bath, then towel dry, then get a hair dryer, put it on the lowest setting, now get a brush, lift the hair using the air from the dryer, concentrate it on the matt, working from underneath, brush out the mat as you dry, only work from underneath not from the top.
Washing the dog loosens the hair folicles and makes the matt come away easier, but you must blow dry and brush at the same time or the matt will worsen.

Have you thought of keeping him clipped shorter even in the winter and getting him a coat & booties?
