Many people with small breeds struggle with the snow and have to shovel paths, unfortunately for many it's a must for snowy climate/small breed owners.

For the first week of snow here, I allowed the little ones to stomp out their own path. When it got to over two feet tall, I ended up having to shoved out space because everyone decided pooping on the sidewalk was easier. lol

My neighbor's dog (mini poodle) wouldn't poop for 3 days because of the snow.. so you are not alone!!

Other then what's been mentioned.. not sure how to help.

I have 2 Poms and am dog-sitting a Beagle, GR and Lab. I try to keep some clear paths for them, otherwise they sink . The big guys can navigate but the little ones need snorkels!
