Northeast Dachshund rescue's?

Noodle may be in need of a home within 3months to a year (maybe sooner at this rate. May be forcing my grandparents into a home!).
Because of the nature of the situation, I ONLY want to place him where I know he'll be with his new home FOR GOOD! He's had 3 owners already, thats too many in my books. I haven't yet, but will be asking my Beauce friend about Dachshund rescues/Fostering because she deals with Mini Dach's too (long coat though).
I though I'd ask you guys first if anyone here know of a place that is really good at careful home screenings. I personally, can foster Noodster for as much as 1 month if need be, but because of my parents, probably not any longer.
Like I said also, this is NOT immediate, maybe 3month to a year. I appreciate all the help I can get right. I did try to stop them, but my grandparents are stubborn, and there really is no place here for such a small Dachsie, and I really want to make sure he goes somewhere where he can be truly loved, with ONE family for the rest of his life.

Just some side notes here for anyone if you'd like for right now:
Gets on well with cats! Is about 1.5 years old. Neutered. UTD on shots. Red hidden merle, has Blue mottling in places. Not the best with other male dogs. May be over weight (haven't seen him in person in a little while). No longer crate trained but could be. Mostly potty trained, but does #2 in the house ever now and then. Can come with AKC papers if new owner wants to do Rally/Obediance, but probably not a good agility candidate. Has no obedience training at the moment and does pull on leash. Rides well in car, but doesn't always like to go along. No idea about children, but would not be good with young kids due to size.
