What kind of dog do I have?

I was hoping yall could help me out. I found Benji here roaming the streets about 3 years ago and I still have no idea what kind of dog he is because I've never seen one similar. He's either an interesting mixed or rare breed.

I appologize for the crappy quality of the webcam. To help describe; he's got short kinda wirey hair that gets longer around the neck, he's also got scruffly little beard wiskers around his mouth; his size is comperable to a cocker spaniel I guess, but the pictures may make his size look bigger.
Any help would be appreciated.

How tall/heavy is he?
(Cocker spaniel size is variable... American ones are 15-30 lbs, English ones are 30-40)

I see many things.... But it's kind of hard to tell without a body shot.
