Question Cold in his eye

Well you know how sometimes your dogs eyes will leak thin clear stuff.
Well Cody has that issue but its different. A thick Green Film will start on the bottom of his eye and work its way up as a film till it gets to the edge than it spills over like in the picture down there.
Clear means there is no infection <> Green means there is an infection.
Well I asked my Dad about it cause Cody has Always had this problem and he said "He has a cold in his eye, everytime you see it, clean it out."
Well why does Cody have this problem? What started it? And how can I get rid of it?
It must bother him it looks annoying.
