With the collie, make sure you brush behind the ears, arms, and stomach at least every other way to avoid painful mats. Use the comb to do this. If you have a mat, my recomendation is to cut it out. It's less painful for the dog. Brush the coat thoroughly twice a week with the undercoat rake to remove dead hair. I use the slicker in between to keep it at its best and to prevent mats. Fay loves the slicker, it scratches her back gently, so it takes away the itch and doesn't damage the skin. Although, under all that fur, who knows if she actually feels it.

What about for a short coat like a doberman? Would just the rubber be ok?

As far as I know. I know my stepmom uses a short slicker on her smooth collies, but even the short coat on them is not as short as a dobie. I know that the rubber ones work well on the smooths, though, so probably would work on a doberman.
